Background:
In 1965, 1966, and 1967, the U.S. Mint did not make regular proof sets or uncirculated mint sets. This was during a coin shortage, and the Mint wanted to discourage coin hoarding. Instead, they issued Special Mint Sets (SMS) each of those three years. Special Mint Set (SMS) is a set of coins made with a better finish than normal circulation coins, but not as highly polished as proof coins. The specific composition is:
Outer layers: 75% copper and 25% nickel (cupro-nickel)
Inner core: Pure copper
Overall composition (by weight): Approximately 91.67% copper and 8.33% nickel
